Summit County Sheriff Drew Alexander has filed a complaint with the Ohio Supreme Court against the Erie County prosecutor, accusing him of mishandling a grand jury case here. Prosecutor Kevin J. Baxter never should have served as a special prosecutor in Summit County because he was the focus of an unrelated investigation that included allegations of perjury and nonconsensual sex with a witness in a murder case, Alexander said.
